The lower track is for students with learning disabilities, etc. We like to think we have an untracked system in which people rise or fall according to individual effort. But, the existence of vocational education shows the class-linked nature of the system. Studies in the 1960s and 1970s showed that students in vocational programs were much more likely to be from lower-income families with lower levels of education.
