Organizing public and private security in the us. The cost of doing business: industry is enormous, diverse and fragmented, cost is expensive but goes towards local costs. Local law enforcement: most are small- 55% have fewer than 10, approx. 47% have more than 100 cops but represent 60% of all police: radical and ethnic min constitute 23. 6% of officers, women constitute 11, blacks 11% and hispanic 9% By the numbers: 49 state police, 1400 special district agencies, 3061 sheriffs dept, 12,500 about local police from municipal and county jurisdictions. Us const made three branches but no national police force, but gave the national govt power over specific crimes. The role of police is very ambiguous: protect and serve, fight crime, depends on mission of organizations. Goals: maintain order and protect life and property. Goal v mission: dealing with minor disorder is not consistent with officers vision of their mission, which is to stop big criminals.
