In 10" (right-wing gov), rar transformed into eclair program: allow free recruitment of teachers. 14" (left-wing): back to rep and rep+. In 10", 20 % of pupils in secondary education concerned, in 97 12 % In 98: 25% goes into teacher salary (+144 e/months in 2017 i. e. +6%), the rest for teaching hours & class size reduction. Zep boundary are hard to change: creates rents; Zep are often accused of disseminating resources on a larger number of schools; Just distribution of resources but schools may not actually enforce the changes (use the money adequately) Middle ground scenario - principals will invest in items that will increase the teacher"s life but not necessarily for the performance of the kids.
