Supreme court had been building slowly to racial integration over time. Naacp helped blacks who wanted to go an all-white law school, School even offered to pay his tuition to go to another school. Lloyd gaines won in 7-2 decision, based on plessy v. ferguson. Using tax dollars to exclude a public service - against equal protection clause. Not even separate but equal, black aren"t even given a law school. Same year as footnote 4: pay more attention to minority rights. Truman administration supported civil rights ( freedom and democracy during cold war) De-segregated the military (first initiated by fdr) Texas also had a segregated law school, and made a new one for blacks (sweatt v. painter) Same in ok, but integrated the schools, but separate spaces in classrooms/dining halls.
