More peer interaction; begin to take others" perspectives. Stage 2 | stage of autonomous morality/moral relativism (age 11 12) Children no longer accept blind obedience to authority. Understand that rules are social agreement and can be modified if majority says so. Fairness/equality are important; punishments should fit the crime.
