They cannot trust other members of the cartel. Does not mean that the collective good will never be achieved: only that the collective good will be under produced. Implications: even when people agree with the group"s goal they cant achieve it, government exists to solve collective action problems. What"s good or bad depends on your perspective. Ways to reduce collective action problem in absence of government: characteristics of the group.
