Exploitation ie us and philippines physically move there not implemented in govt: fewer colonists/centers upon access to resources to export to the metropole, using indigenous labor/materials, but before abolition focuses on enslaved peoples. Extracting resources from that country: enslavement and then resources: similar to exploitation but may use different types based on geographic region.
