Seven years war, the american war of independence: the cost of going to war was 1066 million livres, the lack of an elected parliament to guarantee loans did not give lenders confidence, tax, the crown did not receive all of the money that was collected in taxes, the privileged classes were not tapped but was a valuable resource that the government needed to take advantage of, due to the system of representation, any changes would be strongly opposed and possibly overturned. The national assembly passed and louis xvi signed a new constitution establishing a limited monarchy which: had a unicameral legislative system (one house, king was deprived of control of local provincial government, the clergy and the armed forces (army and navy, king had no final veto authority, only a suppressive veto that could postpone the enactment of an act passed by the legislative body.
