The unification of germany and the rise of mass society: economic and cultural nationalism, economic union predated political union. After 1815, group of north german states got together and made themselves the free states. Created the zollverein maintain independence but have the same trade laws and barriers, single organization of custom duties (sounds like one country) Used some of the money to go to railroad construction. Chancellor bismarck (1863) he is conservative, doesn"t like fast change economically, physical, or political: bismarck and the state, army reform and the great issues of the day. Bismarck says they don"t have power over prussia"s army. Asks for army reform from parliament, they turn him down, but he does it anyway. We have to have a strong military. Ulysses grant, he understands how to fight a war. For fun he has observers in the u. s: bismarck manipulates the international order, a war no one understood.
