In the short story, the mysterious country has 11 submarines and is attacking the royal navy. Germans think, if they"re so scared of it, maybe we should try it. The bulk of the germans time is not towards the submarines. They want a big fleet: technology and tactics, against warships. Run out of battery power when submerged. Warships are honey-combed with water tight compartments. Change course irregularly so they can not map you out: against merchants. Convoy: pack a bunch of merchant ships with a few escorts. Royal navy cannot convoy for stupid reason . Age of sail: the same wind is pushing everyone. Age of steam: don"t trust that they will all go the same speed and not stay clumped together.
