1..1. Mathematical safe harbor (you want to pass this test)
Slots on team / roster spots
1 football team & 3 women's team to make up for that large
football team
Doesn't need to be mirror programs (doesn't have to have both
men and women's football)
1..2. If you fail the first test, "expansion of opportunities test"
Showing that you are continuously opening up opportunities for
the minor gender
History of creating teams for the underrepresented

1..3. Interests & abilities test (if you fail the first two tests)
You have to show that the athletic program fully met the
interests and the abilities of the underrepresented gender
