He saw that we needed water and he bought up all the cattle ranches to control the water in the owens. Without this water, we would not have been able to develop, particularly the san fernando valley. 220 billion gallons a year and roughly half comes from ground water whereas the other half comes from other sources such as local rains, rivers, ect.
