Document Summary

As we learned in lecture 1, the discovery of the ozone hole over antarctica in 1984 was spectacular conformation that cfcs were destroying the ozone layer. Montreal protocol on substances that deplete the ozone layer, one of the first international agreements to combat a global environment. This went into force in 1989 and has undergone revisions in 1990, 1992, and 1999. It phased out the production of ozone destroying cfcs. Cfc production ended in the us and europe in 1996. Countries that chose not to participate would have been subject to trade sanctions. As of today, 197 nation states recognized by the un have signed the protocol. Success of montreal protocol can be seen in lowering concentrations of cfcs in the atmosphere. This was followed by a healing of the ozone hole. The connection between cfcs and ozone destruction was made very clea by sound science. Equity issues between developed and developing nations were recognized and accounted for.
