By 1914 british had 30 and germany had 15 so they were fairly close: germany used its military power to coerce russia in the bosnia- gerzegovina annexation crisis 1908-1909, bosnia-gerzegovina annexation crisis 1908-1909, austria-threat perception. Austria was feeling threatened by montenegro and other small states.
