Mostly applied to address change in smoking behavior, but widely applied beyond that (bullying, at-risk behavior, safe sex, violence, etc. ) Emphasizes failure of most interventions because they target people as if they are ready to change. We need a flexible approach to change and recognize that people are at different stages of readiness to embrace that change.
