So a speech synthesis program wouldn"t use a parser. *procedure* in programming is a series of actions/steps. Procedures in programming could be either commands (do something), or statements (set some variable equal to some value). Operators & functions are same thing; operators in math are particular glyphs that represent a procedure, operation, or function. So operators _represent_ a function - they aren"t functions themselves (technically speaking). If a procedure has an input, we typically call it a *function*. The input is an *argument* to the function.
