Triggered by the passage of hr 4437, which threatened to raise penalties for illegal immigration and classify undocumented immigrants and anyone who helped them enter/remain in the us as felons. In addition, it would significantly enhance border control and interior immigration enforcement measures. It stopped the senate from passing a bill similar to hr 4437.
