Not changes in crime rates but changes in sentencing laws. Even though imprisonment camps are public places, you can"t just walk in and look around. United states built the largest prison camps in the world, with the most people in prison. Common issue: poverty, inequality, unemployment, citizenship, racial conflict. Built to manage the devalued population of society. What is/should be the relationship between crimes and punishments. The patterns have been consistent from the past.
