Civil war was the bloodiest war in american history: no guidelines on how to deal with the situation, lincoln was acting as both president of the union and the designer of reconstruction. Many citizens faced loss and many people wanted retribution: they wanted the south to pay. A large number of northern citizens believed slavery should end, but keep a social hierarchy throughout the us, whites at the top, blacks at the bottom. Emancipation proclamation freed the slaves in succeeded states, even though he had no real control over the confederacy: he had no control over these states, but couldn"t free slaves within the union. Couldn"t anger the voters with the election looming, especially the border states, which could succeed.
