Symmetric federalism: all regions have the same power: ex. Asymmetric federalism: diferent regions have diferent powers: ex. Canada: quebec has powers over taxaion and health care that other provinces do not: ex. Russia: oblasts (provinces) have less autonomy; republics (intended for ethnic minoriies) have more. Autonomy: state that can act independently, two extreme cases: Rulers are free to pursue their internal goals. The state is a tool seized by social groups. High capacity, high autonomy: states, unchecked, can pursue any goals they want. High capacity, low autonomy: states could accomplish much but are oten stymied by internal opposiion. Low capacity, high autonomy: states that are unresponsive, and lack the ability to pursue their own goals. Low capacity, low autonomy: states are constrained by society, but are unable to accomplish society"s goals.
