Ideas are what drives the policy process forward. Ideas come from individuals and groups in the pp (policy process) Issue emergence -> agenda setting -> alternative selection -> enactment -> implementation (prob no more than 1/3rd enactments are made into law) -> evaluation then back to issue emergence. In actuality there is no particular order of the process. Most models are wrong but helpful to understand general idea. Models are simplified versions of how we think things work in the world. Laws - both statute and case laws. The black box- political system, how does it work. Separation of powers, federalism, rules of governance. Administrative procedure act, freedom of information act (came out after watergate) Federalism- we are a federation of state, some states can make their own laws.
