All fqhc and rhc receive a hpsa designation (designations are updated annually) Indian health service, tribal clinics and urban indian clinics. Geographic area must be rational for service delivery. Contiguous areas should show resources are over utilized, excessively distant or inaccessible. Hpsa may also be designated by the governor.
