Neoliberalism and its discontents: deindustrialization, creates a surplus population, black population was no longer needed, was originally important because they needed to exploit their labor. Through slavery and the segregated jim crowe era: they created incredible wealth and were not compensated, strip them of their civil rights. They are a dangerous group because they can cause a revolution if they wanted to. This includes incarceration for things white people do. They can no longer vote when they get out of prison. They are no longer seen as citizens: the school-to-prison pipeline, what neoliberalism needs, black/latino population could form the basis of a movement of social revolution. They are called riots, but they are actually rebellions: rebellions in the ghettos. Mlkj says class revolt of the underprivileged against privileged. Post-katrina new orleans in 2005: war on drugs. Specific aim of controlling the black population. Had very little to do with drugs.
