Now going to focus on underdeveloped countries and bring them up to our standard. One of very first international statements about development. Advanced country saying instead of military aid, we are going to work with those countries. Development of the third world: origins and theories. Take ~10 years to take hold as commonplace theories. Colonial imperial powers take resources to benefit own economies, leaving little/nothing for others. Third world says free trade keeps them in the same position - - under the thumb of the 1st world. Autarky = cut off national economy from world economy and pursue indigenous development. Import- substitution industrialization = use the state to accumulate necessary resources for the protection of specific goods/industries. Big role of the state to gather resources (keynesianism) Aspect of liberal democracy - free/fair voting, civil society. Don"t want to do anything that will disturb culture. Lazy - not developing because they have not gone out and done it.
