When tobacco showed up in europe, they were nervous, so there were early efforts to control it. To understand drug legislation in the 19th and 20th centuries, need to consider several factors. Legal authorities have begun to take a hands-on approach. Science wasn"t fully understood: changing attitudes, social views. Perceptions of deviance with regard to the groups of people that were using. Previously, we had tolerant views towards drug use. Tolerance (lower levels of social control) vs. repression (great legal and social repression of those behaviors: changing patterns of use, medical utility. Shaped legislation in the last century: perceptions of use, users.
