Get rid of tax exemption and instead have refundable tax credit. Tax credit would help make up for the increased taxes. A credit is more valuable than a deduction (tax exclusion), esp. for low-income people. Tax credit was not enough for low-income people to afford a policy. Plan was a good start but not good enough. Allowed insurance companies to sell their policy to any state (vs only one state) Reduced the number of people covered by medicaid and employees to encourage them to enter private insurance.
