Complex, interdependent: people work in teams. Strong, clearly focused leader. Build relationships: between departments or different groups. Combine resources: more efficient, less costly. Increase creativity: diverse groups get different ideas. Coordination costs are inherent. How to assure that coordination costs do not exceed the benefits. Leader runs efficient meetings.
