Under democratic theory, it is citizens" participation that legitimates gov"t. Act of contributing to or having influence on the political process. Voting, writing letter to office, contribute money to candidate, run for office, etc. If formal organizations (parties) are weak, participation is class biased. People who have higher education and income tend to vote more by themselves. People who are poorer and have less education tend to vote less by themselves. The stronger the party, the higher the voter turnout; united states has the weakest political parties in the world. Strong parties have: hierarchy, discipline, strong organization and formal membership. Partisan identification is psychological or emotional membership in party. American parties don"t have hierarchy and discipline of foreign parties. In italy, japan, sweden, brazil, etc, on election day. Strong party organization causes high voter turnout among uneducated and poorer citizens. Weak parties cause lower voter turnout among uneducated, poorer people.
