State and local governance and politics: teachers are heavily unionized. Those with strong interests have the largest turn out. State and local government finance: local property taxes funded public schools. Northwest ordinance 1887 ceded federal lands for supporting public education. Development of schools were affected by desegregation. Districts refused federal funding for desegregating: elementary and secondary education act. Source of all federal funds going to k-12. Title i funds, designated for districts with low income students. Funds ended up being distributed to districts with higher income districts with more powerful representatives. Amendment to make the act stricter: no child left behind. Got the teachers union to not oppose it. Over time, they became more negative about it.
