Its in a continuum: everyone just ends up getting half a loaf, not totally happy, not totally sad either, don"t ask, don"t tell. Military recruiters cannot ask for sexual orientation. But if they are discovered to be gay, they can still be discharged. No one was really happy with this, policy later changed. Typically cannot be resolved through vote-trading or money: logrolling. Different degrees on intensity on issues: can"t make trade offs because people have similar intense feelings/opinions on certain issues like religion, abortion and gay rights. Politics often takes place outside of representative institutions: ends up in court because hard to resolve using tricks legislature uses (money, vote- trading, many of them touch on constitutional rights. 9 justices making new policies, those with no liability to the people.
