Fema was created in 1978 through president carter. 3x the number of appointees compared to the average. Not an attractive place to work, lots of planning and idle time, not seen as important. Carter instructed fema to take a unified approach to these two missions. Before that, most things related to disasters was handled by states. This led to a division and conflict between the two groups. Led to an unclear mission and set of goals. 2/3 of all members of congress had some oversight over fema. Lots of different committees had oversight over different parts of fema. This led to a very fractured control over the agency. This upset careerists, led to lots of instability, not a lot of trust of managers. Lots of vacancies to fill these seats, especially pas. Midterm elections also kept some seats open for patronage reasons. George h. w. bush left head of fema unfilled for 18mo.
