Phones maintain location information for emergencies, when you call 911 the location information can be used to find you. The government must have a search warrant to access contents of a phone. Permission to track is not yet decided in law: warrant; requires specific facts on a person to determine that there is probable cause to believe a crime may have been or will be committed. Area of surveillance: third party doctrine.
