Money follows ideology but it also sucks in people who don"t really care about the problem, who are truly queasy about sex and drugs, but who want some of the cash. When aids was unfashionable we thought that more money would make it easier to do the right thing to prevent a wider epidemic. Now that it has become a boom industry it has become clear that money can actually be an obstacle to doing the right thing. Hiv prevalence can fall even if more people get infected. If there are more deaths than new infections, the number of people living with hiv will fall even though the number of newly infected is rising.
