There were in the history of human rights there were two waves. The first one was in the 17th and 18th century with guarantees such as the declaration of rights in england. The peak of this first wave was reached in the late 18th century and with the constitution in the us and the adoption of the bill of rights. The second wave came in the 20th century and lead to the universal and regional system of human rights: protection. The origins of this second wave are not that clear. Most people believe that it was a direct result of the concentration camp. The story of emergence is more complex though, as it leads us deeply into the interwar years, the era also called the 20 years crisis. The prehistory of the 2nd wave began in the years of wwi.
