Client speaks on behalf of intended users. Public, another stakeholder, is implicitly embodied in the notion of the user. Note: the designer and the client have to understand what the users want in a design. Recognize that the interests of the three players might diverge, consider consequences of divergence (multiple obligations) Detailed design: in which the choices and procedures are well understood because more general design issues have already been resolved. Designers have to clarify what a client wants and translate those wants into an engineered product.
