Use the same logic as a phone survey for nine survey. Not too much power other than timing. All of these make up the caucus. Top down power, only mechanism to control this is public opinion. Has historically been done in a way that senate members were chosen to vote with the party in power. Provinces get lists of people to nominate. Pm has final say in selecting justices. Cabinet and opposition sit on opposite sides facing each other. Designed for confrontation (as opposed to un semi-circle) To combat this, party discipline exists on government party side. Exists to make sure government side votes with the government. System is not built for representing people. Us is based on premise of a series of checks and balances. System is designed to avoid centralized power. Points of triangle: president (executive function) > legislative function (aka congress)- House of representative s and senate) -> courts/judiciary. Expectation of giving state of the union address.
