- Secondary law:
▪ Regulations: rules binding & directly applicable in all member states → directly
applicable to individuals as citizens of the EU
▪ Directives: rules that force Member States to modify their national legislation to
apply the rule to their citizens. The Eu does not directly impose the rule →
provides the Member State with the opportunity to make national regulation
that fits in the existing legal system (specific enough so that there is still a unique
law across the EU)
▪ Decisions: rules applying to specific cases. Binding decision to the addressee.
Main institutions
- The Commission:
▪ promotion of the general interest of the European Union + must ensure that the
treaties & other EU legislation are applied + decides of the EU policy (and
budget)
▪ seats in Brussels
▪ 1 president (Jean-Claude Juncker) + 28 commissioners (one for each member
state)
▪ Commissioners are NOT representing their state → promote the general Union
→ each commissioner is assigned a field of expertise
▪ The Commission answers to the European Parliament
- The European Parliament (EP):
▪ Involved in legislative process + must approve the budget + supervises the
Commission
▪ Seats in Brussels & Strasbourg
▪ 751 members directly elected by citizens of the EU → forms groups in
parliament regarding their political views (NOT their countries of origin)
