4 basic concepts: the goal is inference, all conclucsions are uncertain, all procedures are public, the method is within the content. Kkv is not solid enough of an argument. There is uncertainty everywhere, not just in the conclusions. Why and how different institutions have grown in different parts of society. Institutions all grow and evolve differently based on the culture, history etc. Goal is to get to denmark or fully developed democracy. Authoritarian is the least developed and is in the past. Need: state, rule of law, accountable government. Legitimacy comes from: traditional- monarch, rational legal- voted president, charismatic- appeal to emotions and power of ideas. Best leaders have a balance of the three characteristics. Definition of state- monopoly of legitimate use of physical force. Nation states fail because they can no longer deliver positive political; goods to their people: the government loses its legitimacy. Often fails due to the hand of man.
