The other is within the congress, the bicameral system. Within congress there is the house and the senate both with congressional committees with the power to decide what bills get considered on the floor. The two veto players that play a huge roll are the president and the judicial courts. Consequences of this fragmentation is the problem of progression. Due to fragmentation, we have incremental policy change, lots of veto, and diversity watering down policy reforms. Describe the multiple streams model. (5 points) what general lessons does it convey about the policymaking process? (5 points) The multiple streams model is a part of the agenda setting model.
