Should free be able to vote or get property? (punish or pardon stray whites: relief shelter, food, long-range econ. Develop build railroads; create new industries: political set up new government in the south (loyalty to union, constitutional issues entwined w/ political issues. Now that slaves are free, they"re a whole person: lincoln"s views unionist views. Lincoln rejected douglas"s claim in his speech: lincoln"s blueprint. He is from kentucky, but he was raised in southern illinois. Lot of immigrants go to southern illinois. Wants to be generous to the south. He feels responsible for suffrage in south. He hated slavery & thought it was outrageous to have a human in. Lost more civil war men (combined), then in all other wars. He controls reconstruction/punishment: reasons for moderation.
