The order is as follows (after the president): vice president, speaker of the house, secretary of the state, and so on. This brings stability to the nation as a whole, especially to the economy. This process aids to relieve tension between parties. It also helps to maintain efficiency within the bureaucracy: administrative discretion (discretionary authority)- the ability of bureaucrats to make choices concerning the best way to implement congressional intentions. It is exercised through rulemaking and administrative adjudication. The president does this in order to attract more votes. After the vice president has achieved this goal, he or she is usually then put out to pasture to do dull work. This further increases the lack of power that a vice president has.
