The us hasn"t been successful in all its attempts abroad. They don"t take into account the local actors and circumstances many times. They"re not realistic about power relations, the states" ability to implement change, the cultural resources and the social dilemmas. There needs to be tools that cater to specific cultural, economic and political contexts. They don"t work because they have a one-size-fits-all philosophy. They only restrain themselves from the most publicized cruelties that can be put onto the news or shared by advocacy organizations. However, other abuses are increased and there is the same level of repression. Spoilers are those whose social positions depend on the perpetuation of abuses. They like to kill reform movements in order to keep their positions. Dictators, rebels and other groups need to use violence to keep control; there is groups like employers that rely on things like child labor.
