Some key questions: explain the frame shift that occurred around smoking from 1965 to the present day. What caused this reframing: smoking was viewed as something desirable. Philosophical principle articulated by john stuart mill that government intrusion is necessary only when it comes to preventing harm to others, and not to oneself (preventative approach- brought due to second hand smoke) With limited resources, it made more sense to take their efforts to the local level. They can more easily mobilize to enact smoke-free ordinances by reaching out to community members, as well as city councilmembers. The revenue generated from taxing cigarette products didn"t go towards education and research, a lot. Tobacco industry made desperate attempt to prevent revenue from gong towards education/research. Revenue allocation didn"t go to promised places (wasn"t spent at all) tobacco industry prevented revenue from going to research so people wouldn"t know. Increase tax on cigarette packs by 25 cents.
