He fails near the end, and calls the gods for help. Gods respond and the city is his to rule. There was a lot of disorder, yet lots of order within it. Seems as if an impossible task had been conquered. People of extremely high ranks are regarded as divine beings. Jimmu seen as an important human, that gods are willing to help him achieve his goals. To show that history had to start somewhere, even if it was horribly written. To show how certain people were treated in the time period.
