States are concerned with security first and foremost in order to look at the other problems that are not as pertinent. A state is a legal entity that is represented by a government and is a primary actor. Concept of state is bound to these three elements: government, population, territory. Legal principle that protects against the rule of others. States have an ideology that they are free to do whatever they do because of their sovereignty. States are equally sovereign and all states have duties in that regard to not infringe on others sovereignty. However, even though they are legal in the eyes of this concept and law but what differentiates the states is the power of states. Modern state system grew out of europe. Nobody can do anything about internal policy. Nobody can tell me what to do about my outward reaching policies. Both internal and external sovereignty are enacted by the government.
