That there is some power behind the throne. Group is incredibly evil that is willing to do everything to achieve their goal. Arguments are self contained that leads to a certain conclusion. Someone has to and thus they are behind it. Holds some plausibility that makes it appealable. Spectrum that runs from politics to conspiracy theory. It is easier to depict presidents in film rather than congress due to the fact that presidents are more memorable. Congressmen are forgettable people whose names people do not know unless they do something drastic (like aid in an unknown war (charlie wilson) or start a liberal movement (milk))
