If only worse quality opponents run against the incumbent, then the numbers get skewed and scare off more quality opponents. Numbers of whether country is on right or wrong track: ex: 74% of country feel we are on the wrong track. Huge for democrats: evaluate the party of the president in elections. Look at last week"s reading regarding spending: the more an incumbent spends on their campaign for re-election, the worse they do. You are spending money when you think there"s a chance of losing: the more a challenger spends, the better they do. Have a good chance of winning so able to raise more money. More money raised = more money available to spend.
