Built where: every emperor becomes the head of roman religion after augustus, temples, major temple of rome is janus (god of beginnings and transitions, pg. 250). Explicitly connected to the state and war (under state control and it is shut down where there is a war). Augustus had it closed very briefly but it is open most of the time. Janus was built by the state for state concerns: example at the beginning of rome: the temple of jupiter. Vestal virgins: a lot of the priests are senators, vestal virgins: fire worship (fire place was center of the home). Makes sense that there is a city heart. It was voluntary but you have to be a young girl that is a virgin and remains a virgin still your thirties or so. They are buried alive if they are not virgins anymore.
