A technique used by craft union to control the trade when the workers are spread out. Industries that have begun to use hiring halls include shipping, handling, longshoring, warehouses etc. If workers wanted to control trade it would be through the controlled hall. They have a lot of control over their own memberships and who gets hired if they can get established. Hiring halls expanded overtime in the 21st century, and became much easier using the internet. The presence of a hiring hall places the responsibility on the union to ensure that its members are suitably qualified and responsible individuals before assigning them to an employer. The union will often enforce a basic code of conduct among its members to ensure smooth operation of the hiring hall (to prevent members from double-booking, for example). If a hiring hall is reputable, the relationship between the union and the employer can be relatively harmonious.
