Exception because the wagner model supports the idea that workers and employees can deal with issues on their own without being ordered back to work. Wagner model in particular focused on stopping these union avoidance industries. Walmart is an example, had a union swhat team where a team would fly around to walmarts that were thinking of unionizing and do anti-union presentations in efforts to persuade them to not organize. Supposed to be illegal to do this, but companies do it anyway because they would rather just pay a fine than have employees unionized.
